The answer is "yes". It can.
Registry Healer requires only read/write access to a temporary folder (containing in the %temp% environment variable) and write access to a folder where backup files will be saved (configurable at the "Fix it!" page of Registry Healer).
Registry Healer doesn't need to be installed on a specific computer. It can be installed into any folder on a computer, then the folder can be copied into any removable media and used on another computer.
Note that there are some license restrictions. From the LICENCE.TXT file:
